DGUV regulations and accident prevention regulations (UVV)

The commercial social accident insurance institutions and the accident insurance funds and municipal accident insurance associations are represented by the joint umbrella organisation "Deutsche Gesetzliche Unfallversicherung e. V. (DGUV)".

In order to fulfil their comprehensive mandate in accordance with § 14 ff. SGB VII (SGB = Germany's Social Code), the UV institutions issue accident prevention regulations (UVVen), compliance with which is checked by the supervisors of the technical inspection services.

Below this level of regulations, the social accident insurance institutions have also drawn up a comprehensive body of rules (rules, information and principles) to support employers and insured persons in fulfilling their health and safety obligations. In concrete and simple language, this provides clear and free instructions for action on occupational safety and health and the applicable laws.

As of 01.05.2014, the systematics of the publication have changed. This has become necessary in order to clear up and standardise overlaps that had resulted from the merger of the two umbrella organisations of Berufsgenossenschaften and public accident insurance institutions.

Abbreviations such as BGV / GUV-V, BGI / GUV-I or GUV-SI therefore no longer exist. Throughout, the documents are divided into four categories: DGUV regulations, DGUV rules, DGUV information and DGUV principles.

At the same time, the numbering system of the publications has also been reorganised. Each publication of the "DGUV Rules and Regulations" has been given its own, usually six-digit code number; only the accident prevention regulations have one to two-digit numbers. The code number indicates which type of document it is and which DGUV department is responsible for its content. The specialist departments have the important task of keeping the body of rules and regulations up to date with the latest technology, occupational medicine and case law.

With the changeover to the new system, the DGUV provides a transfer list with the old and the newly assigned numbers on the homepage of its free publication database. In the DGUV publications database, it is possible to search for both the old and the new numbers.

DGUV Information 208-016 (previously BGI 694 / GUV-I 694) - The use of ladders and steps

This DGUV Information provides explanatory notes on the provisions of the Ordinance on Industrial Safety and Health on the provision and use of portable ladders and steps.

Fixed fixed ladders are not dealt with, as they are part of structural installations and are not work equipment within the meaning of the Ordinance on Industrial Safety and Health.

This DGUV Information also provides information on the regulations of the Occupational Health and Safety Act, the Ordinance on Industrial Safety and Health, the regulations of the Employer's Liability Insurance Association and the relevant standards that must be taken into account when providing and using ladders and steps.

DGUV Information 208-032 Selection and use of vertical ladders

This DGUV Information provides guidance and recommendations on the provisions of the Workplace Ordinance and the Ordinance on Industrial Safety and Health for the safe design, maintenance and testing of fixed fixed ladders.

Ladders which, as mobile ladders, are only temporarily attached to masts (mast ladders) and are walked on vertically are not covered.

DGUV Information 208-032 also provides information on the regulations of the Occupational Health and Safety Act, the Workplace Ordinance, the Ordinance on Industrial Safety and Health, the regulations of the Employer's Liability Insurance Association and the relevant standards that must be observed when constructing and using fixed ladders, including fall protection systems, climbing ladders and rest platforms. as well as access and rest platforms on structures and in shafts or as access to machinery.

DGUV Regulation 38 Construction Work (Version 2019)

This accident prevention regulation applies to construction work. Construction work is work involving the manufacture, assembly, maintenance, modification, dismantling and removal of structural installations, including the preparatory and final work required for this. Construction work also includes: excavation and earthworks, erection and dismantling of
prefabricated elements and machinery, conversion, painting, repair, demolition and dismantling work, cleaning work, maintenance as well as remediation and work on explosive ordnance detection and clearance.

The new version of DGUV Regulation 38 "Construction Work" will replace the previous accident prevention regulations "Construction Work" (DGUV Regulations 38 and 39, previously BGV C22 and GUV -V C22) in the version of 1 January 1997. The regulations will come into force at the individual accident insurance institutions following a decision by the representative assembly and notification by the accident insurance institution.

§8 Workplaces and routes contains requirements for the use of ladders.

BGV D36 Accident Prevention Regulation for Ladders and Steps

On 1 January 2008, this accident prevention regulation expired and was replaced by DGUV Information 208-016 (previously BGI 694 / GUV-I 694 / DGUV 208-017) - Use of Ladders and Steps. It is no longer listed in the new numbering system.

Ladders within the meaning of this accident prevention regulation are portable access ladders with steps or rungs connected to stringers or stiles, as well as fixed ladders.

DGUV Principle 305-002 (previously BGG / GUV-G 9102) - Testing principles for fire brigade equipment, devices and vehicles

Within the scope of DGUV regulation 49 (previously GUV-V C 53) "Fire brigades", regular inspections are prescribed for fire brigade equipment and devices. The type, timing and scope of the tests are regulated by this testing principle and reflect the state of the art with regard to the testing of fire brigade equipment, devices and vehicles. Corresponding equipment is e.g. three-part extension ladder, multi-function ladder, rescue platform, roll container.
